FVTM - Pollution of the Realms COMPAT

This mod adds PotR emission compatibility for FVTM vehicles (all kinds).

For pack makers:
- any (vehicle) part vehicle can have an "emitter" function
- any (vehicle) part vehicle can have a "filter" function
- any (vehicle) part can give a vehicle new "exhaust"s via function

For the end user:
- any well configured pack will give you the nice experience of your vehicles
(depending on fuel quality, if the engine is on, installed filters, throttle, etc) giving out PotR emissions!
- if you feel the emissions are too low, you can set a higher multiplier in config
- there's also a config for default emission values when a pack isn't configured for PotR compat
